       AN ACT to amend chapter 459 of the laws  of  1996  amending  the  public
         health  law relating to recertification of persons providing emergency
         medical care, in  relation to extending the provisions thereof
 
         The People of the State of New York, represented in Senate and  Assem-
       bly, do enact as follows:
 
    1    Section  1.  Section 2 of chapter 459 of the laws of 1996 amending the
    2  public health law relating to recertification of persons providing emer-
    3  gency medical care, is amended to read as follows:
    4    § 2. This act shall take effect immediately and shall  expire  and  be
    5  deemed  repealed [five years after the date on which this act shall have
    6  become a law] July 1, 2006.

TITLE OF BILL:  An act to amend chapter 459 of the laws of 1996 amend-
ing the public health law relating to recertification of persons provid-
ing emergency medical care, in  relation to extending the provisions
thereof
 
 
PURPOSE:   The purpose of this bill is to extend a program that allows
continuing education  recertification  for  emergency  medical  services
technicians.
 
 
SUMMARY  OF  PROVISIONS:    This  bill would extend for five years the
pilot program that  allows  emergency  medical  technicians  (EMTs)  and
advanced  emergency  medical technicians (AEMTs), who have completed the
necessary continuing education  requirements,  to  renew  their  certif-
ication without completing a written examination.
 
 
EFFECTS  OF  PRESENT  LAW  WHICH  THIS  BILL WOULD ALTER:   This would
continue the pilot program which would otherwise  expire  on  August  8,
2001.
 
 
JUSTIFICATION:   This program was originally enacted as an alternative
to the written examination required of EMTs  and  AEMTs.    The  program
needs to be extended to give the Department of Health more time to eval-
uate the effectiveness of this alternative recertification process.
 
 
LEGISLATIVE HISTORY:  1996: A.9337-B (Tonko) - sign Chapter 459; first
established pilot programs.
 
 
FISCAL IMPLICATIONS:  None.
 
 
EFFECTIVE DATE:  Effective immediately and sunsets on July 1, 2006.
